Having written the original report in 2013, Tyler was brought on to evaluate the residual capacity of the treatment plant.

Tyler's work will determine whether the current treatment design meets environmental requirements for discharge standards. Included in the mandate is the re-evaluation of pumping capacity to meet overflow standards.
